Asset Management guides our decision-making regarding to the building, operating, maintaining, renewing, replacing and disposing of infrastructure assets that support the service the City provides.
The City of St. Catharines' Asset Management Plans address infrastructure need required to support these services. Plans were developed to meet the requirements set forth under Ontario Regulation 588/17, Asset Management Planning for Municipal Infrastructure.
The 2021 Asset Management Plan (AMP) endorsed by Council on October 4, 2021, focused on Transportation, Structures, Drinking Water, Wastewater and Storm Water Management.
The 2023 Asset Management Plan endorsed by Council on October 30, 2023, encompasses the remaining assets that were not included in the 2021 AMP and includes Buildings and Facilities, Corporate Fleet, Culture, Fire, IT, Natural Assets, Parking and Parks.

Our Strategic Asset Management Policy expresses the commitment of the City to undertake Corporate Asset Management in a manner which supports the City's mission to provide quality municipal services that enhance our social fabric, environmental sustainability and cultural vitality; contributing to economic prosperity in our community.
The Asset Management System (ARMS) project is the next major step and a cornerstone element of the City’s transition to becoming a more proactive asset manager and customer-focused service provider. The move to a unified work and asset management system will make the City’s processes more efficient by leveraging the capabilities of modern, industry standard software systems and field technology for the Municipal Works and Engineering Facilities and Environmental Services Departments.
