The Planning and Building Services Department received applications for an Official Plan Amendment and Zoning By-law amendment for lands located at 68 Church Street. The Applications were declared complete on July 3, 2024, pursuant to sections 22 (6.1) and 34 (10.4) of the Planning Act.
The Applicant is seeking approvals for a conceptual development containing a 27 storey building at the corner of Carlisle Street and King Street, and a 12 story building at the corner of Carlisle Street and Church Street, with a 4 storey extension towards Academy Street. The proposed concept contains 305 dwelling units, 4,620 square metres of non-residential space, and 162 underground parking spaces, including 40 bike parking spaces across the two buildings.
The City’s Official Plan currently designates the subject land Mixed Medium High Density Residential/Commercial. The Applicant has requested an Official Plan Amendment to redesignate the lands Mixed High Density Residential/Commercial.
The Zoning By-law currently zones the subject land as Medium/High Density Mixed Use with Special Provision 92 (M2-92). The Applicant has requested to rezone the subject lands to High Density Mixed Use with Special Provision 92 and an additional Special Provision (M3-92-XX). The M3 zoning will permit additional density. The Special Provision requests to increase the maximum permitted lot area and lot frontage, and reduce the minimum permitted front yard, exterior side yard, and rear yard setback.
The City is seeking your comments on these Applications before a staff recommendation is finalized and a decision is made by Council at a later date.

The Open House is an initial opportunity for public input prior to a formal Legislative Public Meeting on the matter at which time City Council will consider a staff report, recommendation, and a decision. The formal Legislative Public Meeting will be held at a later date with notice of that meeting provided approximately thirty days prior.
