Water certificates provide information regarding outstanding balances on water accounts. They are often requested during the sale, purchase, or refinancing of a property.
Note for sale of property, water certificates are provided after closing and include a copy of the final water bill; verbal information is provided prior to closing (included in the cost of the water certificate).
Water Certificates for refinancing are processed upon receipt of written request with payment.

How to request a water certificate
Submit a written request with cheque payable to the City of St. Catharines.
- In person at the Citizens First counter at City Hall.
- After hours drop box, located at the James Street entrance of City Hall.

The water verbal fee is $23.35 per water account.
