The City of St. Catharines and City of Thorold are undertaking the reconstruction of St. David's Road and Townline Road West between Collier Road and Ormond Street North in two phases. This project represents Phase 2 of the overall project and extends from Foley Crescent to Ormond Street North. Phase 1 was completed in 2024 from Collier Road to Foley Crescent.
Phase 2 will implement a new reconfigured four way stop intersection at Lesson Street / St David's Street and Townline Road in addition to the reopening of Townline Road West to Ormond Street North. The project work will include: the replacement of sections of existing watermain and sanitary sewers along with services to the property line, the addition of a new sanitary sewer west of John Street and a new storm sewer through the entire corridor. The project work will also include: a full reconstruction of the roadway including new road base, curbs and asphalt, upgraded street lighting, new sidewalks on the north side of roadway, a new multi-use trail on the south side of the roadway, and utility relocations (as required).
A public information centre (PIC) is scheduled to allow residents to meet the project team, review content drawings and ask any questions.

Phase one of the reconstruction of St. David's Road between Collier Road / Burleigh Hill Drive and Foley Crescent is complete. The contract was completed by O'Hara Trucking and Excavating Inc. and their Sub-contractors on July 16, 2024.
