Supplier and purchasing opportunities

The City’s Procurement department works with all departments as a strategic partner, facilitating value-added procurement for all goods and services.

Suppliers can find information about doing business with the City below, including a link to a supplier registration page; a Bids and Tenders portal where suppliers can register to bid on, and be notified about, bid opportunities; and other resources to help suppliers learn more about the City's policies and procedures.

In order to do business with the City, suppliers are invited to register their information online. Companies can register even if they were not asked by the City of St. Catharines to do so. Visit our Supplier Registration Form to register as a new supplier. 

The form also includes an option to update your information, including switching to electronic payments. EFT is the payment method of choice for the City, allowing our suppliers to experience a more efficient process, while also helping us take a step towards environmental sustainability. If you haven't updated your contact information with the City in some time, please consider providing updated contacts, email addresses for PO dispatch and also remittance, and more.

Bids and Tenders Portal

Suppliers can create an account for our Bids and Tenders Portal to be notified of bid opportunities that pertain to their business. Bid opportunities are published regularly and can be viewed any time via the portal.

Collaborative Procurements

In lieu of a City-run competitive process, the City may participate with a Collaborative Procurement Organization in Collaborative Procurement initiatives where it is in the best interests of the City to do so.

The City of St. Catharines may participate in one or more procurements of Collaborative Purchasing Organizations (CPO) such as:

• Canoe Procurement Group of Canada
• Kinetic GPO
• OECM - Ontario Education Collaborative Marketplace
• Ministry of Public and Business Service Delivery
• Niagara Public Purchasing Committee (NPPC)
• Shared Services West
• Other Collaborative Procurement Organizations as per the City’s Procurement Policy
