Application B-20/24SC is made for consent to sever 1088.5 m2 (Parts 2, 4 & 6 on the sketch) to be known as 99 Hartzel Road, for the proposed construction of a 10-unit apartment building, subject to an easement, in perpetuity, over Part 4 for access and maintenance of driveway and parking areas and over Part 6 for a transformer to service both properties, to benefit the remnant parcel (Parts 1, 3 & 5) to the north.
A 1088.4 m2 remnant parcel (Parts 1, 3 & 5 on the sketch) is to be retained for the proposed construction of a 10-unit apartment building, subject to an easement, in perpetuity, over Part 3 for access and maintenance of driveway and parking areas and an easement, in perpetuity, over Part 5 for a transformer to service both properties, to benefit the severed parcel (Parts 1, 3 & 5) to the south.
Part 7 is to be dedicated to the City for the purposes of a road widening along Hartzel Road. There are concurrent minor variance applications, A-71/24 and A-72/24.
Minor Variance details (A-71/24)
Application A-71/24 seeks relief from the City of St Catharines Zoning By-law 2013-283, as amended, for a proposed 10-unit apartment building for the following variances (Parts 1, 3 & 5):
- A reduction in the minimum required parking spaces for an apartment building from 1.25 to 1 space per unit.
- A reduction in the minimum front yard setback for an apartment building from 6.0 m to 3.0 m.
- A reduction in the minimum interior side yard setback for an apartment building from 3.0 m to 2.0 m.
- A reduction in the minimum lot frontage for an apartment building from 20.0 m to 15 m.
