The Planning and Building Services Department received an application for a Zoning By-law Amendment for lands located at 37 Ontario Street and 3 Ontario Lane. The Application was declared complete as of November 1, 2024, pursuant to 34 (10.4) of the Planning Act.
The Applicant is seeking to amend the Zoning By-law to permit the construction of a 33-storey (109 metre) mixed use building containing commercial space, office space, and 308 residential units.
The City’s Official Plan designates the subject lands Downtown on Schedule D1 and further designates the lands as Commercial Core on Schedule E10.
The City’s Zoning By-law designates 37 Ontario as Downtown Traditional Main Street with Special Provision 92 (C6-92) in the City’s Zoning By-law. 3 Ontario Lane is designated Local Convenience Commercial with Special Provision 93 (C1-93). The Applicant is proposing to rezone the entirety of the subject lands to Downtown Traditional Main Street with a new Special Provision to establish a number of site-specific zoning provisions to facilitate the proposed building.
The Open House is an opportunity to get informed, ask questions and provide input on the development. No decision will be made at this meeting. A Public Meeting will be held at a later date, for which separate notice will be provided.
The application materials are available for review and comment and may be found at www.stcatharines.ca/development and at the Planning and Building Services Department, City Hall, 50 Church Street. With Bill 185 receiving Royal Assent, only the registered owner of the land to which the by-law would apply, specified persons, and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
If a specified person or public body would otherwise have an ability to appeal the decision of Council of the City of St. Catharines to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Council of the City of St Catharines before the by-law is passed, the specified person or public body is not entitled to appeal the decision.
If a specified person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the City of St. Catharines before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
If you wish to be notified of the decision of the Corporation of the City of St. Catharines on the proposed zoning by-law amendment, you must make a written request to:
