The Planning and Building Services Department received an application for an Official Plan Amendment for lands located at 226 Lockhart Drive.
The original submission was for a 5-storey apartment dwelling with twenty-two apartment dwelling units and twenty-six parking spaces. A revised application has been received that proposes a four-storey residential building with no changes to the number of units or parking spaces. The enclosed plan provides a conceptual site layout of the proposed development.
The City’s Official Plan currently designates these lands ‘Low Density Residential’ and ‘Natural Areas’. Apartment dwellings are not a permitted use in the ‘Low Density Residential’ designation. To facilitate this proposal, the Applicant is requesting that the portion of the subject lands presently designated as ‘Low Density Residential’ be redesignated to ‘Medium Density Residential’ through the Official Plan Amendment application, which permits an apartment dwelling use and a general density range of 25 to 99 units per hectare.

Email submissions may also be made no later than noon the day of the public meeting and directed to clerks@stcatharines.ca. Both oral and written comments and recommendations received will be taken into account by City Council in making a decision on the subject matter.
With Bill 185 receiving Royal Assent, only the registered owner of the land to which the by-law would apply, specified persons, and public bodies as defined in the Planning Act may appeal a decision of the municipality or by-law to the Ontario Land Tribunal.
If a specified person or public body would otherwise have an ability to appeal the decision of Council of the City of St. Catharines to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Council of the City of St Catharines before the by-law is passed, the specified person or public body is not entitled to appeal the decision.
If a specified person or public body does not make oral submissions at a public meeting, or make written submissions to Council of the City of St. Catharines before the by-law is passed, the specified person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
