Every year City snow removal crews work around the clock to clear snow from routes so residents can go about their business. However, this becomes a difficult task when vehicles remain parked on the street during a winter storm event.
S’No Parking is a public safety protocol implemented by the City of St. Catharines that requires residents remove parked vehicles from streets during and after snowstorms. This prohibition has been implemented to allow for more efficient snow removal by City crews.
“Vehicles parked on the street slow down and restrict plows, resulting in streets being inadequately cleared of snow and ice and reducing safety for all,” said Director of Municipal Works Darrell Smith. “We urge residents to not park on the road when we declare S’No Parking for everyone’s benefit.”
The City declares a S’No Parking ban based on an assessment of forecasted weather and local observations including temperature, wind and road conditions. Local weather and road conditions will determine how long a S’No Parking ban will be in effect, but in general, residents should plan to park off street for 72 hours.
To allow residents time to adapt to new winter parking restrictions, S’No Parking was initiated in St. Catharines for the past four winter seasons on the basis of voluntary compliance. However, starting Jan. 1, 2021, S’No Parking will no longer be voluntary. The City will enforce a winter storm event temporary on-street parking prohibition, or S’No Parking, when weather and road conditions warrant.
Residents who do not remove their vehicles from the road during a declared Winter Event Parking Ban will be subject to a $30 ticket and towing.
The public will be notified via social media, the City website and local news outlets that S’No Parking is in effect and when the parking ban ends. Parked vehicles must be removed from the road from the time specified in the declaration, until the end of the event is announced.
When declared in effect, the Winter Event Parking Ban applies City wide except for a few small predefined areas. Residents in exempt areas were notified. Those who have not received an exemption notice, must be aware that the ban applies to their location.
