The Geotechnical Investigation will be starting Wednesday, Feb. 21, with an expected finish date of Wednesday, Feb. 28.
The fieldwork will be performed by Soil-Mat Engineers and their subconsultant between the hours of 8 a.m. and 5 p.m. and will consist of borehole sampling at various locations along Parnell Road between Vine Street and Niagara Street. A small drill rig will be taking samples from the existing road to determine the existing road and subsurface conditions.
Residents can expect minimal disruptions to normal traffic flows due to this work.
The City of St. Catharines has initiated a project to determine the preferred road cross section to implement on Parnell Road between Vine Street and Niagara Street. Parnell Road will be reconstructed to address infrastructure deficiencies and implement recommendations of the City’s Transportation Master Plan (TMP).
The project is being planned under ‘Schedule A+’ of the Municipal Class Environmental Assessment (MCEA) process (October 2000, as amended in 2007, 2011 and 2015). This notice signals the commencement of the MCEA study. Following completion of the MCEA process, the project will move forward to detailed design, with construction to follow.
The MCEA process will identify alternative cross sections to implement. Each alternative will be analyzed and evaluated based on its ability to address existing deficiencies and align with the City’s TMP, as well as potential impacts to the natural, social, cultural and economic environments.
A preferred alternative will be selected in consultation with the public, stakeholders and external agencies. The preferred road cross section will be available for public review at the end of the MCEA process before detailed design is undertaken.
A key component of this study is public, agency, and stakeholder consultation. One Public Information Centre (PIC) will be held to provide an opportunity for the public to review the preferred alternative. Public Information Centre details will be advertised closer to the consultation date under a separate notice.
