The City of St. Catharines and through their consultant Associated Engineering (Ont.) Ltd. has initiated a Municipal Class Environmental Assessment (MCEA) to develop and evaluate options for creating an additional vehicular access to the Port Weller East residential neighbourhood, in the City of St. Catharines.
The MCEA Study will develop and evaluate a variety of access location alternatives which will consider components such as current and future traffic patterns, active transportation needs, property requirements, utility impacts, environmental impacts, and impacts to local residents and businesses.
In accordance with the Municipal Engineers Association’s (MEA) Municipal Class Environmental Assessment, this study is being planned as a Schedule B. The study process includes public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impacts of the proposed works, and identification of measures to mitigate any adverse impacts. This notice signals the commencement of the MCEA study and notification of the planned Public Information Centre (PIC).
Public and stakeholder consultation is a key element of the MCEA process and input is invited for incorporation into the planning and design of this project. Comments received from the public will be considered in the preparation of the Project File Report. A PIC is scheduled to allow interested and impacted parties to provide input to inform the development of the problem statement for the study.
