The Planning and Building Services Department received an application for a Zoning By- law Amendment for lands located at 1298 Fourth Avenue. The Application was declared complete on Feb. 16, 2024, pursuant to section 34 (10.4) of the Planning Act, based on the information submitted with the Application and a preliminary review by staff.
The application proposes a long-term care facility, to be constructed in two phases. Phase 1 proposes one building with a 3-storey podium, a 10-storey tower and an 8-storey tower. The Phase 1 building includes 105 lifestyle suites, 78 supportive living suites and 72 all-inclusive suites. Phase 2 proposes an 8-storey tower with 175 supportive living suites. The facility will be served by both underground and surface parking with a total of 175 parking spaces. The enclosed plan provides a conceptual site layout of the proposed development.
The City’s Zoning By-law currently zones the lands Business Commercial Employment with Special Provision 5 (E1-5). Special Provision 5 restricts principal uses and outlines several zoning requirements for the area known as the Westgate Business Professional Park. A Long-Term Care Facility is not currently permitted on the subject lands. The proposed Zoning By-law Amendment will rezone the lands to Medium Density Mixed Use and request revisions to Special Provision 5 for site-specific matters such as to permit a Long-Term Care Facility, as well as to address lot coverage, building height, landscape buffers, setbacks to buildings, encroachments for architectural features and platform structures, and parking requirements.
The City’s Official Plan designates the lands Mixed Use, which permits institutional residential uses, such as a long-term care facility.

City Council is hosting a Legislated Public Meeting on April 8, 2024, to receive input and comment on the proposed Zoning By-law Amendment, after which Council will consider staff's recommendation on the amendment.
