The Planning and Building Services Department is requesting public input regarding an application for Official Plan Amendment and application for Zoning By-law Amendment for lands located at 2360 First Street Louth. The application was declared complete on Jan. 13, 2023 (within 30 days of receipt of the complete application) pursuant to Section 34 of the Planning Act, based on the information submitted with the application and a preliminary review by staff.
The proposed development is an expansion to an existing place of worship. The proposed expansion is not permitted in the zoning designation of the property, nor is it in conformity with the land-use designation of the Official Plan. Accordingly, an Official Plan Amendment and Zoning Amendment are required. The plan below provides a conceptual site layout of the proposed development.
The City wants your comments on these applications before a staff recommendation is finalized and a decision is made by Council. Residents can participate by mailing, emailing or phoning in your comments/questions to the following City contact until Friday, Feb. 10:

This opportunity for public input is offered prior to Council making a decision. A Public Meeting with Council will be held at a later date, prior to Council making a decision. Public Notice of that meeting will be provided approximately thirty (30) days before it is to occur.
If a person or public body would otherwise have an ability to appeal the decision of Council for the Corporation of the City of St. Catharines to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a Public Meeting or make written submissions to Council for the Corporation of the City of St. Catharines before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a Public Meeting, or make written submissions to Council for the Corporation of the City of St. Catharines before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
