The City of St. Catharines has initiated a Sanitary Master Servicing Study. This Study will be a comprehensive assessment of the City’s existing sanitary and combined sewer collection system to establish short-term and long-term vision, strategy, and policies to support the management and enhancement of sanitary and combined sewer collection system infrastructure. The Sanitary Master Servicing Study will determine and optimize future sanitary sewer infrastructure needs within the City of St. Catharines through to 2051 and beyond. This Study will be developed to align with Niagara Region’s Master Servicing Plan.
The City has not completed a citywide comprehensive Sanitary Master Servicing Study in the past. This Study will undertake a total review of the sanitary and combined sewer system and work collaboratively with stakeholders to develop a strategy that will address long-term growth needs and provide the foundation for sustainable management and optimization of the system.
The Study will be completed in accordance with the requirements of the Municipal Engineers Association (MEA) Class Environmental Assessment (EA) process for Master Planning. This Study is being undertaken based on Phases one and two of the Class EA processes for Master Plans. Public and stakeholder input will be sought throughout the process and a Master Plan Report will be prepared and filed for public review.
The City encourages the public and the stakeholders to actively participate in this planning process. A Public Information Centre (PIC) will be planned to present details about the Study, the process used to decide possible solutions and allow the public the opportunity to share comments and concerns.

The study is being conducted according to the requirements of the Municipal Class Environmental Assessment, which is a planning process approved under Ontario’s Environmental Assessment Act.
